You can renew your car registration in Dubai even if you have an active car loan. An active loan is not a barrier to renewal. The bank’s mortgage is only a flag on your car. You still need valid insurance, cleared fines, and a passed test if your car is more than three years old.

What Does “Car Under Mortgage” Mean?

When a bank finances your car, it keeps a legal claim on it. This claim is called a mortgage or a lien. The car works as security for the loan.

The bank’s name shows on your Mulkiya. The Mulkiya is your vehicle registration card. The Roads and Transport Authority (RTA) issues it in Dubai.

You can drive the car every day. You pay the insurance and the fees. But the bank still has a claim until you finish paying. When you finish, the bank must remove its claim. This step is called a mortgage release.

Can You Renew Registration While the Loan Is Active?

Yes. Most owners of financed cars renew every year without trouble. Here are the basic rules:

  • Dubai registration lasts up to 12 months.
  • You get a 30-day grace period after it expires.
  • You can renew up to 150 days before the expiry date.

There is one exception. If your loan is overdue and the bank has placed a delinquency flag, the RTA system may stop your renewal. In that case, call your bank first. Clear the late payments. Then try again.

What You Need Before You Renew a Financed Car

  1. Valid Emirates ID. It must not be expired.
  2. Your current Mulkiya. The expiry date is printed on it.

Insurance is where financed cars are different. Here is why.

The car is the bank’s security. If the car is badly damaged or stolen, the bank could lose its money. So the bank wants strong insurance.

Comprehensive insurance is the norm. Banks in the UAE usually require comprehensive cover for the full loan term, because the car is the lender’s collateral. Third-party insurance covers only damage to others. It does not cover your own car. So it is usually not enough.

The policy needs a bank clause. This is a note on the policy that protects the lender. It is also called a mortgagee clause or a loss payee clause. It means the bank gets paid first if your car is a total loss.

Renew it every year. Banks commonly ask for comprehensive cover for the whole loan, renewed yearly. Do not let it lapse. A lapse can cause problems with your bank and with your renewal.

Ask your bank for its rules. Every bank has its own list. Ask for the “motor insurance requirements” before you buy or renew.

Buy early. Insurers often need a day or two to update your policy in the RTA system. A last-minute policy can stall your renewal.

How to Renew a Financed Car in Dubai: Step by Step

Step 1: Check your expiry date. Look at your Mulkiya or the RTA Dubai app.

Step 2: Check fines and Salik. Use the RTA website, the RTA Dubai app, or the Dubai Police app. Pay anything you owe.

Step 3: Renew your insurance. Choose comprehensive cover with the bank clause. Make sure the insurer links it to your car.

Step 4: Take the RTA test if needed. Go to an approved testing centre such as Tasjeel. The result goes to the RTA automatically. You do not need to carry a paper certificate.

Step 5: Renew online or at a centre. Use rta.ae or the RTA Dubai app with your UAE PASS. You can also use a kiosk or a testing centre counter.

Step 6: Pay the fees. See the table below.

Step 7: Get your new Mulkiya. You receive the digital card right away. You can ask for a printed card too. It comes by courier for a small fee.

Do You Need a Bank NOC to Renew?

A NOC is a “No Objection Certificate.” It is a letter or an electronic message from the bank.

The answer depends on what you want to do.

  • To renew while the loan is active: In most cases, you do not need a separate paper NOC. The RTA already sees the mortgage in its system.
  • To sell, transfer, or export the car: You need the bank to release the mortgage first. The RTA will reject a transfer while the mortgage flag is active.
  • If you get a mortgage error during renewal: Contact your bank directly. Ask what is causing the flag. 
  • Rules can differ between banks. If you are unsure, ask your bank before you go to the RTA.

Loan Paid Off but the Bank’s Name Is Still on Your Mulkiya

This is a very common problem. You pay the last instalment. You feel free. Then you see the bank’s name on your card at renewal time. Paying off the loan is only half the job. The bank must also send a mortgage release to the RTA. Without a release, the car stays officially mortgaged. You cannot freely sell, gift, or transfer it.

How to get a mortgage release?

  2. Pay the full amount.
  3. Wait one working day. Banks such as Emirates NBD ask you to wait one working day after settling before you request the release.
  4. Request the release. Use your bank’s app, online portal, or a branch.
  5. Watch for an SMS. For Dubai-registered cars, the RTA sends you the SMS. Cars registered in other emirates get the SMS from the bank.
  6. Check your car’s status. Use the RTA website or the Dubai Drive app. It should no longer say “under mortgage.”
  7. Follow up if nothing happens. If nothing moves within 4 working days, contact your bank. Delays usually come from the bank’s side, not the RTA.
  8. Renew your Mulkiya. The bank’s name is replaced by the owner’s name when you renew.

Good to know:

  • The bank does not give you a physical letter. The system updates online.
  • Some banks charge nothing for the release.
  • If the car is in a company name, send a copy of the trade licence with your Mulkiya copy.
  • Your Emirates ID must be valid. An expired ID can stop the process at some banks.

Late payments can cause a lot of trouble. Your bank may flag your car as delinquent. That flag can stop your renewal.

Follow these steps:

  1. Call your bank right away.
  2. Ask about your overdue amount.
  3. Pay it or agree on a plan.
  4. Ask the bank to clear the flag.
  5. Try your renewal again.

Do not ignore the problem. A blocked car can lead to higher costs later.

Selling, Transferring or Exporting a Financed Car

You cannot do any of these until the mortgage is gone.

Selling. The seller must settle the loan. Often the buyer’s payment goes straight to the bank. Then the bank releases the mortgage. Never pay a seller directly if the car is still under loan.

Transferring. Both the mortgage release and the RTA rules must be met. Fines must be cleared too.
